U. S. Department of Energy Procurement and Financial Assistance Information


The Procurement and Assistance Data System (PADS) is the Department of Energy's central repository of contractual information for all unclassified procurement and financial assistance awards.  The data found in
PADS Online  have been specifically selected based on hundreds of information requests that flow through DOE each year.  Not all of the PADS data are selected for display on PADS Online.

The data used in PADS Online are for awards that are currently active; that is, they have not passed their completion/delivery date.  Data include both procurement awards and financial assistance awards.  They exclude interagency agreements, awards for procurements under $25,000, and inactive and retired awards. These data are downloaded daily from the Procurement and Assistance Data System (PADS). 

PADS Online provides information on the name of the awardee, the award and completion dates, award value, current fiscal year funding (obligations), the type of business, and a brief description of work.

You are not required to enter any selection criteria. However, by default, the system will provide a complete listing of all active procurement and financial assistance awards, if no selection criteria are entered.

You may sort on Contractor Name, Contract Number, Total Award Value, Completion Date, and Award Date.


You can search PADS Online using the following data elements or combination of data elements:

 

Contract Numbers

The contract number is the unique identifier that is assigned to the contract when it is awarded.  At least one contract number must be entered when performing a contract number search.  Separate multiple contract numbers with commas.  You may enter the contract number in it's entirety or enter only a partial search string.  The query processor will search the entire contract number and return those contracts containing the value(s) specified.

The new award numbers have the following format: DEZZ0000000. DE represents the Department of Energy; ZZ represents the program office that initiated the award, with the exception DT’s, which are task or delivery orders, and BP’s, which are Calls Against Blanket Purchase Agreements; and a seven-character number, which is system-generated.

This approach to numbering applies to new awards issued in the Strategic Integrated Procurement Enterprise System (STRIPES). Existing awards will retain the number assigned at the time of award.

Contractor Name

Enter any significant keywords that might be found within the contractor name.  Multiple keyword entries must be separated with commas.

By default, the search returns documents that contain any of the keywords within the contractor name.  Placing an ampersand (&) at the beginning of the keyword list will cause the search return only those documents that contain all of the keywords within the contractor name.  A hyphen (-) placed before a keyword excludes documents containing that value in the contractor name.

Example 1:  Find all of the awards that contain either WESTINGHOUSE or ELECTRIC in the contractor name.

Description of Work

Enter any significant keywords that might be found within the description of work.  Multiple keyword entries must be separated with commas.

By default, the search returns documents that contain any of the keywords within the description of work.  Placing an ampersand (&) at the beginning of the keyword list causes the search to return only those documents that contain all of the keywords within the description of work.  A hyphen (-) placed before a keyword will exclude documents containing that value within the description of work.

Award Date

The award date is the date in which the award was made.  The award date can be searched within a specific date range or on a specific date.

To search for a specific date, enter the same date in both fields.  To search for contracts awarded on or after a given date, enter the date in the first field and leave the second field blank.  To search for contracts awarded up to a specified date, enter that date in the second field and leave the first field blank.  To search for contracts awarded between two dates, fill in both fields.

Completion Date

Completion date is the date that the award will be completed.  PADS Online only contains awards that are active as of the current date.  Therefore, the completion date search should be done using today's date or future dates.  The completion date can be searched within a specific date range or on a specific date.

To search for a specific date, enter the same date in both fields.  To search for contracts that will be completed on or after a given date, enter the date in the first field and leave the second field blank.  To search for contracts that will be completed up to a specified date, enter that date in the second field and leave the first field blank.  To search for contracts that will be completed on or  between two dates, fill in both fields.

Total Award Value

The total contractual amount that the business or grantee and the Government have agreed upon.  Enter whole numbers without any punctuation (commas, dollar signs, etc.).

To search for a specific contract value, enter the same value in both fields.  To search for contracts with values at or below a given amount, enter the amount in the first field and leave the second field blank.  To search for contracts with values up to a specified amount, enter that amount in the second field and leave the first field blank.  To search for contracts with values between two amounts, fill in both fields.

Awards Funded During the Current Fiscal Year

Check this box to return only awards that have been funded during the current fiscal year.

 

State

The state that is the place of performance for the award.  You can search on up to twenty-five states at a time.  There are two ways to select multiple states, depending on your browser:

Click and drag to select multiple states that are contiguous, or click one state and then press control and click on another state. To deselect, press control and click on the state.

OR

Single click on each state to select or deselect.

If no selection is made, all states will be selected.

 

DOE Awarding Office

DOE awarding office that awarded the contract.  You can search on up to twenty-five awarding offices at a time.   There are two ways to select multiple awarding offices, depending on your browser:

Click and drag to select multiple awarding offices that are contiguous, or click one awarding office and then press control and click on another awarding office. To deselect, press control and click on the awarding office.

OR

Single click on each awarding office to select or deselect.

If no selection is made, all offices will be selected.

 

Program Office

DOE program office that initiated the award.   You can search on up to twenty-five initiating offices at a time.  There are two ways to select multiple initiating offices, depending on your browser:

Click and drag to select multiple initiating offices that are contiguous, or click one initiating office and then press control and click on another initiating office. To deselect, press control and click on the initiating office.

OR

Single click on each initiating office to select or deselect.

If no selection is made, all offices will be selected.

 

Procurement/Financial Assistance Options

Used in conjunction with the other search parameters, this option determines the types of procurement or financial assistance awards that will be returned.  By default, any procurement and financial assistance awards that meet the criteria for the search will be returned.  Only one option may be selected for any given search.

 

Procurement Areas of Expertise (Product/Service code)

Categories of products or services that are produced or performed by the contractor receiving the government contract. You can search for up to twenty-five product or service codes at a time.  There are two ways to select multiple codes, depending on your browser:

Click and drag to select multiple codes that are contiguous, or click one code and then press control and click on another code. To deselect, press control and click on the code.

OR

Single click on each code.

If no selection is made, all product or services codes will be selected.

 

NAICS

Categories of products or services that are produced or performed by the contractor receiving the government contract. You can search for up to twenty-five NAICS codes at a time.  There are two ways to select multiple codes, depending on your browser:

Click and drag to select multiple codes that are contiguous, or click one code and then press control and click on another code. To deselect, press control and click on the code.

OR

Single click on each code.

If no selection is made, all NAICS codes will be selected.

 

Financial Assistance Areas of Expertise (Catalog of Federal Assistance code)

This code represents Federal programs, projects, services, and activities which provide assistance or benefits to the American public.  You can search for up to twenty-five CFDA codes at a time.  There are two ways to select multiple CFDA codes, depending on your browser:

Click and drag to select multiple CFDA codes that are contiguous or click one CFDA code and then press control and click on another CFDA code. To deselect, press control and click on the CFDA code.

OR

Single click on each CFDA code.

If no selection is made, all CFDA's will be selected.

 

Sort

Sort determines the order in which the results will be displayed.  By default, the results will be sorted by contractor name but other options allow for the results to be sorted by contract number, total award value, award date and completion date.

 

Results Per Page

Results Per Page determines how many awards will be displayed on each page.  By default, twenty-five results will be displayed on each page.
